Chris Connor: Director

Chris joined RedIRay Consulting in March 2009 as a Director.  He provides services direct to clients and leads on developing business related to: procurement procedures; contract development; tender development and evaluation processes; contract performance; transition, change and relationship management; and, evolution and innovation in these areas. 

Chris ConnorHe has over 30 years experience of business management with a focus on highway network management, both in the public and private sectors.  He has fulfilled many high profile senior management positions, including: Managing Director, Transportation Systems at Serco plc; Director, Road Network Management for TfL; Development Director – Highways and Director, Road Network Management at Mouchel Group; Managing Director Integrated Highways at Accord PLC; and, Head of the Motorway and Trunk Road Division at Hertfordshire County Council.    

Chris helped frame and develop a number of strategic highway network management Joint Ventures (JV).  Most notably: the AmeyMouchel JV and the Optima JV - both delivering services for the HA; and, the EnterpriseMouchel JV which provides integrated services to a range of public sector clients.  At TfL he was responsible for the highway Investment Programme, an annual budget of well over £200m, and the development, letting and mobilisation of TfL’s Highway Maintenance and Works Contracts let in April 2007, with a total value of £1.5bn.

A professional engineer, Chris supports development of the industry and the people within it.  He believes in giving something back to it and is active in both the ICE and IHT.  In the IHT Chris sits on Council, the Procurement and Delivery Board and is a member of the Greater London Committee.   

Chris is a keen golfer, sometime cricketer and badminton player.  He is a keen wine buff, utilising knowledge gained from a period in the wine trade.  Music, films and books play a large part in Chris’s life too, although collection storage room is a constant frustration for his wife.
